2020 Farmland School Tax Rebate
Applications for the 2020 Farmland School Tax Rebate and proof that property taxes along with any penalties and interest are paid in full must be received by Manitoba Agricultural Services Corporation by the March 31, 2021 deadline. Fill out the Utility Pre-authorized Payment Plan Form to have your utilities automatically withdrawn from your financial institution on the due date.
Tax Due Date
Current taxes are due on September 30, 2021.
Penalties of 1.25% per month is added to any outstanding taxes on the first of every month.
Current taxes are due Thursday, September 30, 2021. Payment may be made in person or by mail. Payments may be made via cheques, money orders, debit (ensure daily withdrawal limit covers remittance), telebanking and web banking. When making payments online, please include all numbers (including zeroes) to ensure payment is applied correctly.
** Note - most financial institutions take 2-4 business days to process the online payment. Penalties will be applied if the payment is not received by the due date.
Cheques and money orders should be made payable to the R.M. of Cartier. Postdated cheques dated September 30, 2021 will be accepted and a night deposit box located outside of the Administration Office is available for after hours cheque payments. Should you require a receipt, please provide your email address where we can send the receipt.
Proper retention of receipts is important as there is a $10.00 charge per receipt per year for 2020 and prior. Penalties of 1.25% per month will be added to the outstanding taxes October 1st and on the first day of each month thereafter, until paid. Please provide correct information when updating your mailing address including Box Number, Postal Code and Street Address.
If you are moving please provide us with your new complete mailing address. If you are interested in receiving future utility and tax billings via e-mail please provide us with your current e-mail address.
T.I.P.P. Program - is available!
The Tax Installment Payment Plan (TIPP) is a monthly tax payment plan that allows rate payers to make consecutive monthly payments that are deducted automatically from their bank account.
The TIPP Program starts on January 1st of each year and payments are made on the fifteenth banking day of each month through automatic withdrawal from an account with chequing privileges at a financial institution.
The TIPP program collects taxes for the calendar year January 1st to December 31st and ensures that all taxes are paid without penalty.
Contact the RM Office for information how to sign up. Applications are accepted throughout the calendar year. Tax balances must be current to be eligible for the program.

Manitoba Education Property Tax Credit Program
The Manitoba Government offers an Education Property Tax Credit up to a maximum of $525.
If the 2021 MB Education Property Tax Credit is not on your 2021 Tax Bill, it can be claimed on your Income Tax if you are eligible. The property must be your principle residence and not be claimed on any other property. MB Education Property Tax Information Website.

Savings for Seniors!
The 2021 Rebate will be claimed when you file your 2021 income tax return in the spring of 2022. This means that a separate application will no longer be necessary. For further information visit the Province of Manitoba seniors school tax rebate webpage.

Appeal on Assessment
An assessment can be appealed through Board of Revision annually and correspondence should be directed to the Municipal Office. Appeals should be in writing and must clearly state the reasons for an appeal. For assessment information, please call the Assessment Office in Portage La Prairie at (204) 239-3320 or 1-866-401-8986.

Utility Billing for water and sewer is billed every 3 months. Bills are sent out in January, April, July and October. Late payments are subject to monthly penalties of 1.25 %.
